Drug Trade and Addiction Grows Along with Rapid Growth of...

Along with the rapid growth of Chinese economy, the illicit drug trade and use regain attention widely since three decades ago (Lu, Fang, Wang, 2008). According to the official reports, the populati on of addicts has skyrocketed to more than 1 million in 21st century, while open sources suspect the real number is as high as 12 million, which have casted profound impact on public health including the widespread HIV/AIDS , while transnational illegal drug trade are evolving from traditional triad organizations to non -triad networking, generating horrendous national security problems as well as impairing international development (Chu Levy, 2005; Swanstrà ¶m He, 2006). Regarding the public health threat and rampant cross-border drug-related crimes, China has annually inputted a great deal of human, physical and financial resources, though the unsatisfactory results reveal the insufficiency of Chinese drug policy, embodying in three aspects – incompatibility between â€Å"zero tolerance† and â€Å"harm reduction† pursued by different governmental agencies respectively , ineffective law enforcement to combat against illicit drug trade, and violation of addicts’ human rights during incarceration (Baldwin, 2013; HRW, 2010).
